The Treasure Island Parks and Recreation Department is based on the NBC television series. Every character on that show has an identical counterpart in the Treasure Island Parks and Recreation Department. It's positively enthralling how it worked out that way, and we're OK with it, because every time a character on the show speaks, it speaks for ALL recreation departments, not just Treasure Island's. Of course, recreation is not just classes and activities and fun-filled outdoor events involving massive sound systems and lots of colorful tents and flags - recreation is also just sitting on the beach, wiggling your toes in the sand and watching dolphins break the surf line at sunset, while off behind the dunes an old man in a Speedo shouts that he can't find his flip-flops.
